PART B_2

Welfare is a government program that gives financial support to people who are sick, unemployed, old, and poor. Its aim is to help the socially disabled meet their basic needs, such as food, education, a safe place to live, and access to health services. The word “welfare” was first used in Britain in the 13th century, which means “condition of being or doing well.”
In Japan, many welfare programs are giving importance to elderly people as their population continues to increase. According to studies, by the year 2050, around 40% of Japan’s population will be made up of old people, and in the same year, the population count will drop to 96 million. Because of this, the Japanese government has formed many welfare programs, particularly for elderly people, to provide financial and health support. In addition, there are some of them who become depressed after they retire; thus, it is important that the government also encourage them to join some social groups to build relationships.

Sample Question:
Do you think we should remove welfare programs?
Sample Answer:
I would say that we should not remove welfare programs because many people benefit from it especially in times of need. When someone’s salary is not enough or when someone is sick and has no money to pay for hospital bills, they can ask a welfare program for financial help. Welfare programs should be improved instead of removing them.
