英語教育現場で話題のCEFRとは、その基本的理論と構造

CEFRのGlobal Scaleについては既に馴染みのある先生は多くいますが、CEFRの基本的構造や理論についてはあまり知られていません。「PEN英語教師塾」のCEFRについての動画講義Part1では、CEFRを提唱した機関であるThe Council of Europeが発表した「Common European Framework of Reference for Languages: Learning, Teaching, Assessment」という書籍を読み込んでいきます。

CEFRとは何であるのかや、理論的側面、構造について理解しましょう。実際の英語教育現場でどのようにCEFRを応用していったら良いかについては、Part2で解説しています。動画講師は慶應義塾大学名誉教授・ココネ言語教育研究所所長の田中茂範先生、動画視聴時間は56分程度です。

CEFR誕生の背景

CEFRは、1949年に設立されたThe Council of Europe(ヨーロッパ協議会)が、Modern Languages Projectの一環として作成しました。The Council of Europeは、戦後バラバラになったヨーロッパをまとめようという動きのうちの1つです。プロジェクトの中心となったのは、音声学が専門のJohn Trimでした。Modern Language Projectが大きく動いたのは、1978年から1981年頃のことです。Jan van EkやDavid Wilkinsもプロジェクトに協力しました。

 

1978年から1981年頃のModern Language Projectでは、外国語教育分野にアメリカから「Unit Credit」の考え方を導入し、ESP(English for specific purpose)と連動させました。Unit Creditとは、「学習者全員が同じものを学ぶのではなく、自分のニーズに合ったものを学んでいく」というものです。Modern Language Project の背景には、移民対策がありました。移民たちを仕事場での言語を使いこなせるように教育するための基準を作ろうとしたのです。こうした、移民を念頭に置いた背景から、CEFRの根幹には、English for Specific Purpose(特定の目的に合った英語)という概念が敷かれることとなりました。エンジニアならエンジニアリングの現場で、美容師なら美容院の現場で機能する英語を習得させようというものです。

 

CEFRが生まれたもう1つの背景として、1950~1960年代に世界の外国語教育業界を席巻した、Audio Lingualism の潮流が挙げられます。Modern Language Project のメンバーであったWilkinsは、1977年、「Notional Syllabuses: A Taxonomy and Its Relevance to Foreign Language Curriculum Development」という本を著しました。functional(目的に合った機能的)な言語の使い方を提唱した本です。それまでの外国語学習は、Structural Approach(構造的アプローチ) が中心とされてきましたが、Wilkinsによる「Notional Syllabuses」の出版を機に、Notional/Functional Approach(意味的・概念的/機能的アプローチ)が重視されるようになっていきます。Notional/Functional Approach を受け継いだのが、現在世界の英語教育の現場でさかんに取り扱われているCommunicative Approachです。

 

このように現在の世界の外国語教育の潮流に大きな役割を果たしているModern Language Projectですが、ここからCEFRが生み出される直接的契機となったのは1991年のシンポジウム「Transparency and Coherence in Language Learning in Europe(ヨーロッパの言語学習における透明性と一貫性)」です。このシンポジウムは、実践力のある目標、言語レベルの設定を目指すものでした。

CEFRとは

CEFRとは、「The Common European Framework of Reference for Languages」の頭文字をとったものです。「ヨーロッパ言語共通参照枠」と訳されます。CEFRの発音は日本語では「セファール」となり、英語ではアルファベットのとおりに読まれます。

ACTFUL と CEFR のスケール対照表

2018年現在、米国では、ACTFUL(The American Council on the Teaching of Foreign Languages)が主要な評価指標です。ACTFULでは10個の評価スケールがありますが、CEFRでは6個の評価スケールがあります。ACTFULとCEFRのスケールを対照すると以下のようになります。

「Common European Framework of Reference for Languages: Learning, Teaching, Assessment」は、John Trim、Brian North、Daniel Coste、Joe Sheils が執筆し、2001年にThe Council of Europe から発表されました。

CEFRの目的

「Common European Framework of Reference for Languages: Learning, Teaching, Assessment」に書かれている、CEFRの目的は以下の通りです。

 

The Common European Framework provides a common basis for the elaboration of language syllabuses, curriculum guidelines, examinations, textbooks, etc. across Europe. It describes in a comprehensive way what language learners have to learn in order to use a language for communication and what knowledge and skills they have to develop so as to be able to act effectively. …. The Framework also defines levels of proficiency which allow learners’ progress to be measured at each stage of learning and on a life-long basis.

 

日本語訳

ヨーロッパ言語共通参照枠は、ヨーロッパ全土にわたって、言語授業計画やカリキュラム指針、試験、教科書などの作成のための共通基盤を提供する。ヨーロッパ言語共通参照枠は、言語学習者がコミュニケーションのために言語を使うには何を学ばねばならないのか、効果的に行動できるようになるためにどんな知識やスキルを発展させねばならないのかについて、わかりやすい形で説明する。ヨーロッパ言語共通参照枠はまた、学習者の進歩を学習の各段階および生涯ベースにおいてはかれるようにするための実力レベルを定義する。

CEFRの6つの重要概念

CEFRは6つの重要概念に基づいて作成されています。

  • Competences(能力)
    Competences are the sum of knowledge, skills and characteristics that allow a person to perform actions.
    能力とは、人に行動を起こすことを可能にさせる知識、技能、特性の総体である。
  • General Competences(一般的能力)
    General competences are those not specific to language, but which are called upon for actions of all kinds, including language activities.
    一般的能力とは、言語に特化したものではなく、言語活動をも含むあらゆる種類の行動のために必要とされるものである。
  • Communicative Language Competences(コミュニカティブ言語能力)
    Communicative language competences are those which empower a person to act using specifically linguistic means.
    コミュニカティブ言語能力とは、人に特定の言語的手段を用いて行動する力を与えるものである。
  • Language Activities(言語活動)
    Language activities involve the exercise of one’s communicative language competence in a specific domain in processing (receptively and/or productively) one or more texts in order to carry out a task.
    言語活動は、あるタスクを遂行するために一つ以上のテキストを(需要的、またはかつ生産的に)処理する際にある人のコミュニカティブ言語能力を特定の領域で実践することを含む。
  • Domain(領域)
    Domain refers to the broad sectors of social life in which social agents operate.
    A higher order categorization has been adopted here limiting these to major categories relevant to language learning/teaching and use: the educational, occupational, public and personal domains.
    領域とは、社会的主体が行動する幅広い分野のことを指す。ここでは高次の分類が採用されているが、これらの分類は、教育的・職業的・公的・私的領域を言語学習・言語教育・言語使用に関連する主要なカテゴリに限定している。
  • Task(タスク)
    A task is defined as any purposeful action considered by an individual as necessary in order to achieve a given result in the context of a problem to be solved, an obligation to fulfil or an objective to be achieved.
    タスクは、ある個人によって、解決すべき問題や達成すべき義務、または完遂すべき目的の文脈において所与の結果を達成するために必要と考慮される、任意の目的を持つ行動として定義される。

CEFRの3つの概念グループ「能力」「活動」「タスク」

6つの重要概念は、以下のように、能力、活動、タスクといった「3つの概念グループ」に分類することができます。

  • 能力
    General Competences(一般的能力)
    Communicative Language Competences(コミュニカティブ言語能力)
  • 活動
    Language Activities within a Domain(ある領域における言語活動)
  • Task(タスク)

Communicative Language Competences(コミュニカティブ言語能力)の詳細

A. Linguistic Competences 言語的能力

Linguistic competences are described as covering “lexical, phonological and syntactical knowledge and skills and other dimensions of language as system, independently of the sociolinguistic value of its variations and the pragmatic functions of its realizations.”

 

日本語訳

言語的能力は、そのバリエーションの社会言語学的価値やその実現の実用的価値とは独立して、語彙的、音韻的、構文的知識とスキル、システムとしての言語のその他の次元にわたるものとして説明される。

 

言語的能力の下位項目には以下の6つがあります。

  • Lexical competence/語彙的能力
  • Grammatical competence/文法的能力
  • Semantic competence/意味的能力
  • Phonological competence/音韻的能力
  • Orthographic competence/正字的能力
  • Orthoepic Competence/正音的能力(音読力)

B. Pragmatic Competences 語用的能力

 

“Pragmatic competences are concerned with “the functional use of linguistic resources (production of language functions, speech acts), drawing on scenarios or scripts of interactional exchanges. It also concerns the mastery of discourse, cohesion and coherence, the identification of text types and forms, irony, and parody.”

 

日本語訳

語用的能力は、言語資源の機能的使用(言語機能の作成、発話行為)、相互対話のシナリオやスクリプトを描くことに関係している。語用的能力はまた、談話や連結性・整合性の習得、テキストのタイプおよび形式の識別、皮肉およびパロディにも関係している。

  • Discourse competence:談話能力
    ・cohesion and coherence/連結性と整合性
    ・text types and forms/テキストのタイプおよび形式
    ・irony, and parody/皮肉およびパロディ
  • Functional competence:機能的能力
    ・production of language functions,/言語機能の産出
    ・speech acts/言語行為
    ・scenarios or scripts of interactional exchanges/相互交流のシナリオまたはスクリプト

 

C. Sociolinguistic Competences 社会言語的能力

“Sociolinguistic competences” refer to “the socio-cultural conditions of language use” (p. 13), or people’s sensitivity to “social conventions” that include “rules of politeness, norms governing relations between generations, sexes, classes and social groups, linguistic codification of certain fundamental rituals in the functioning of a community.”

 

日本語訳

社会言語的能力とは、「言語使用の社会文化的条件(p.13)」、または「丁寧さの規則、世代、性、階級、および社会集団の間の関係を支配する規範、コミュニティの機能における特定の基本的儀礼の言語的な成分化」を含む「社会的慣行」への人々の敏感さを指している。

分類的(タクソノミック)な記述

タクソノミーとは、大分類、中分類、小分類と枝分かれさせながら分類して記述していくことです。CEFRではタクソノミックな記述が採用されています。タクソノミックな記述には問題点も指摘されています。

 

“The taxonomic nature of the Framework inevitably means trying to handle the great complexity of human language by breaking language competence down into separate components. This confronts us with psychological and pedagogical problems of some depth. Communication calls upon the whole human being. The competences separated and classified … interact in complex ways in the development of each unique human personality.”

 

日本語訳

CEFRの分類学的性質は、必然的に、言語能力を別々のコンポーネントに分割することによって、人間の言語の非常な複雑さを扱おうとすることを意味する。これによって我々は、ある一定の深さにおいて心理学的・教育的問題と対峙する。コミュニケーションは、人間存在全体を必要とする。分離・分類された能力は…… 個人それぞれの独創的人格の発達において複雑に相互作用する。

6レベルのGlobal Scale

CEFRのGlobal Scaleでは、「何ができるか(can-do= task)」に注目し、能力の発達過程をレベルとして設定しています。CEFRのGlobal ScaleはA1、A2、B1、B2、C1、C2といった6レベルに分かれていますが、必要に応じてレベル設定の幅を調整し、6レベルをそれぞれ複数に分けて進めていくことも可能です。(例:A1-1、A1-2 など)

Global Scaleの各レベル

CEFRのGlobal Scaleは、大分類(A、B、C)>中分類(A1、A2、B1、B2、C1、C2)>General Description>Specific Description という形で構成されています。

CEFRの重要概念「3つの活動タイプ」とは

3つの活動タイプの分類

CEFRのGlobal Scaleの具体的説明では、Production、Interaction、Receptionという3つの活動タイプが重要視されています。3つの活動タイプはそれぞれ、タスク・カテゴリー、タスク・タイプの順でさらに細分化されます。

 

日本で普及している「4技能5領域」はCEFRの「3つの活動タイプ」で代えていくべき

文科省では、4技能(speaking、writing、listening、reading)や5領域(spoken production、spoken interaction、writing、listening、reading)を重要視しています。しかし田中先生は、こうした4技能や5領域の分類は曖昧でわかりづらいため、日本でも、より明快で機能的なCEFRのProduction、Interaction、Receptionの「3つの活動タイプ」を採用していくべきとしています。

 

Communication Strategies と「3つの活動タイプ」は互いに関係している

Communication Strategiesの説明の中にもReception、Interaction、Productionのキーワードが頻出していることから、「3つの活動タイプ」の概念の重要さを理解することができます。

  • Reception
    Identifying Cues and Inferring/合図の特定と推測
  • Interaction
    Taking the Floor (Turntaking)/発話交代
    Co-operating/協力
    Asking for Clarification/説明を求める
  • Production
    Planning/計画
    Compensating/補償
    Monitoring and Repair/モニタリングと修正

 

Global Scale の各レベルの説明にも「3つの活動タイプ」の概念が見いだせる

Global Scale の各レベルの説明の中にも、所々で「3つの活動タイプ」の概念に触れる記述が見られます。

 

General Descriputionでの記述

  •  Reception (B1)
    Can understand the main ideas of complex text on both concrete and abstract topics, including technical discussions in his/her field of specialisation.
    自分の専門分野の技術的な議論も含めて、抽象的な話題でも具体的な話題でも、複雑な文章の主要な内容を理解できる。
  • Interaction (B1)
    Can interact with a degree of fluency and spontaneity that makes regular interaction with native speakers quite possible without strain for either party.
    母語話者とはお互いに緊張しないで普通にやり取りができるくらい流暢かつ自然である。
  • Production (B1)
    Can produce clear, detailed text on a wide range of subjects and explain a viewpoint on a topical issue giving the advantages and disadvantages of various options.
    幅広い話題について、明確で詳細な文章を作ることができる。

 

タスク・カテゴリーでの記述

  •  Reception: Spoken Reception (B1)
    Can understand standard spoken language, live or broadcast, on both familiar and unfamiliar topics normally encountered in personal, social, academic or vocational life. Only extreme background noise, inadequate discourse structure and/or idiomatic usage influence the ability to understand.
    個人的・社会的・学問的・社会的生活の中で遭遇する、馴染みのある・馴染みのない話題における標準的な話し言葉を、生放送や放送であっても理解することができる。極端な背景雑音、談話の構造の具十分さ、またはかつ慣用語法のみが理解の能力に影響する。
  • Overall Spoken Production(B1)
    Can reasonably fluently sustain a straightforward description of one of a variety of subjects within his/her field of interest, presenting it as a linear sequence of points.
    本人の関心分野内のさまざまな主題のひとつについて、これを各事項のひとつの直線的な結果として示しながら、直接的で平易な説明を流暢に続けることができる。

Spoken Reception:

Understand interaction between native speakers (B1)

ネイティブ話者による会話を理解できる

 

Can keep up with an animated conversation between native speakers.

ネイティブ話者の間の活発な会話についていくことができる

 

Can with some effort catch much of what is said around him/her, but may find it difficult to participate effectively in discussion with several native speakers who do not modify their language in any way. ….

一定の努力によって、本人の周囲で語られていることの大半を理解できるが、何人かのネイティブ話者がまったく彼らの言葉を本人に合わせてくれない議論においては、効果的に参加することに困難を感じることがある

 

Spoken Production:

Sustained monologue (putting a case in debate) B1

口語産出:持続的モノローグ(ディベートにおいて例を設ける)

 

Can develop an argument systematically with appropriate highlighting of significant points, and relevant supporting detail.

議論を、重要なポイントや、議論と適切に関連する詳細をふさわしく強調しながら、体系的に展開することができる。

 

Can develop a clear argument, expanding and supporting his/her points of view at some length with subsidiary points and relevant examples.

本人の視点を、補足的事項や関連する例によってある程度拡張し補助しながら、明確な議論を展開することができる

 

Can construct a chain of reasoned argument

途切れずに続く合理的な議論を構築することができる

 

Can explain a viewpoint on a topical issue giving the advantages and disadvantages of various options.

主題に対する視点について、さまざまな選択肢の長所と短所を示しながら説明することができる。

 

Spoken Production: Addressing the Audience B-1

口語産出:聴衆に話しかける

 

Can give a prepared straightforward presentation on a familiar topic within his/her field which is clear enough to be followed without difficulty most of the time, and in which the main points are explained with reasonable precision.

本人の分野における親しみのある話題について、準備の整った、直接的で平易なプレゼンテーションを提供することができる。こうしたプレゼンテーションは、ほとんどの場合難なく理解されるに十分な明確さを持っており、これにおける主なポイントは合理的な正確さでもって説明される。

 

Can take follow up questions, but may have to ask for repetition if the speech was rapid.

あとからの質問を受けることができるが、質問の発言が速かった場合、繰り返しを求めなければならないことがある。

もう1つの重要概念、5つの「質的評価基準」

CEFRでは「3つの活動タイプ」が重要視されていますが、音声言語のレベルではもう1つ重要な評価基準があります。音声言語のレベルでは、以下の5つの質的評価基準を重要視して評価されます。

  • Range:言語レパートリー
  • Accuracy:文法的コントロール
  • Fluency:即興性と自然な流れ(リズム)
  • Interaction:自然な会話の協働編成
  • Coherence:内容的にしっかりした構造をもった発話

Communicative Language Competences(コミュニカティブ言語能力)はLinguistic、Sociolinguistic、Pragmaticの3つのジャンルに分類されていますが、コミュニカティブ言語能力のこの3つのジャンルに5つの質的評価基準を当てはめると、以下のように分類することができます。

  • Linguistic
    General Linguistic Range/一般的言語範囲
    Vocabulary Range/語彙範囲
    Grammatical Accuracy/文法的正確さ
    Vocabulary Control/語彙の制御
    Phonological Control/音韻的制御
    Orthographic Control/正字的制御
  • Sociolinguistic
    Appropriateness/適切さ
  • Pragmatic
    Flexibility/柔軟さ
    Turntaking/発話交代
    Thematic Development/主題発展
    Coherence/一貫性
    Propositional Precision/主張の正確さ
    Spoken Fluency/口語の流暢さ

CEFRを使う際の心構え

CEFRを日本の英語教育現場で使っていく際には、CEFRを単純に日本語に移し替えて杓子定規に取り入れていくのではなく、実践者(先生)が各自、現場の状況と生徒の実態に合う基準作りをしていく感覚が大事です。CEFRの書籍の著者たちは、以下のように述べています。

 

The CEFR is about raising questions, not answering them.

CEFRは、疑問への答えなのではない。疑問を呈していくためのものだ
